A Secret Survey of Financial Services in San Francisco’s Mission District

What does it actually cost to borrow $1,000 in an immigrant neighborhood? MAF sent researchers into San Francisco’s Mission District as secret shoppers to find out. Surveying 57 financial service providers across the 94110 zip code, this report maps the true costs and conditions of small consumer loans — from banks and credit unions to payday lenders, pawnshops, and for-profit microlenders. The findings reveal a complex, often predatory marketplace where fringe lenders outnumber bank branches four to one, and where the lack of standardized loan disclosure leaves borrowers without the tools to compare products or protect themselves.
